On 10 October 2022 Vattenfall signed an HVDC grid-connection EPCI contract with a Siemens Energy + Aker Solutions consortium for Norfolk Boreas, covering engineering, procurement, construction and installation of the project's onshore and offshore HVDC converter stations and the connection to the National Grid at Necton. Siemens Energy's scope is the electrical equipment package — converter valves, transformers, switchgear, control systems and HVDC plus 400 kV AC connections — while Aker Solutions provides the offshore platform substructure and topsides EPCI. Following Vattenfall's July 2023 decision to halt Boreas and the March 2024 sale of the Norfolk Offshore Wind Zone to RWE, the contract has not been formally terminated in public reporting but remains dormant pending a new revenue route. In January 2025 Aker Solutions and Siemens Energy received "full notice to proceed" for the equivalent HVDC contracts on Norfolk Vanguard West and Norfolk Vanguard East, indicating the underlying framework with the consortium has been carried over to RWE for the Vanguard pair; the Boreas portion remains pre-NTP and subject to a future investment decision.
