In mid‑2025, Norfolk Boreas Limited progressed a post‑decision Non‑Material Change 3 (NMC3) to the Norfolk Boreas Development Consent Order, triggering a formal consultation process overseen by the Department for Energy Security and Net Zero. Following earlier procedural steps in April 2025, including a Regulation 7(3) request from Norfolk Boreas Limited on consultation proposals and the Secretary of State’s response on the scope of consultees, the developer submitted a suite of application documents in May 2025, such as a Supporting Statement, draft Amendment Order, newspaper notice, and associated validation material. These submissions set the basis for the statutory consultation required under Regulation 7A. Evidence of the consultation phase is provided by multiple “Response to Non‑Material Change 3 consultation” documents dated 24 June 2025 from key statutory bodies including the Marine Management Organisation, the Department for Environment, Food and Rural Affairs, the Eastern Inshore Fisheries and Conservation Authority, and The Crown Estate, as well as a late response from Natural England dated 26 June 2025. Together with the later “Regulation 7A Consultation and Publicity Statement” published on 27 August 2025, these responses confirm that a formal, targeted consultation on NMC3 was carried out during June 2025. This consultation ensured that environmental, fisheries, seabed leasing and nature conservation interests were given the opportunity to comment on the proposed non‑material amendments before the Secretary of State’s December 2025 decision on the Norfolk Boreas Offshore Wind Farm (Amendment) (No. 2) Order 2025.
