Consent Variation Submitted

On 13 May 2025, Norfolk Boreas Limited submitted a package of documents to progress Non-Material Change 3 to the Norfolk Boreas Development Consent Order, as evidenced by multiple items listed on the Planning Inspectorate’s application service under the project’s post-decision documentation. The filings include a Cover Letter, a Supporting Statement, an Amendment Order, Development Consent Order Tracked Changes, a Newspaper Notice, and an Amendment Order Successful Validation Report, all categorised as “Non-Material Change 3” and attributed to Norfolk Boreas Limited. Their simultaneous publication on the National Infrastructure consenting portal demonstrates that the promoter formally lodged a non-material change application to vary the existing consent. This submission follows earlier procedural steps recorded on the same portal. On 14 April 2025, Norfolk Boreas Limited submitted a “Reg 7(3): Request for consent to consultation proposals” for Non-Material Change 3, to which the Department for Energy Security and Net Zero responded the same day with a “Response to request for consent to reduce the number of parties that need to be consulted on a non-material change application.” These interactions indicate that the Secretary of State, via the Department, is the competent authority overseeing the non-material change process. The 13 May 2025 submission of the full amendment package therefore marks the formal launch of the Non-Material Change 3 application, initiating the consultation and decision-making process that ultimately led to the Secretary of State’s Non-Material Change 3 decision letter and the Norfolk Boreas Offshore Wind Farm (Amendment) (No. 2) Order 2025 later that year.
