In April 2012, the Federal Maritime and Hydrographic Agency of Germany (Bundesamt für Seeschifffahrt und Hydrographie, BSH) granted development consent for the Nordsee One offshore wind farm. This approval, described as the construction permit for the Innogy Nordsee 1 project, was issued on 4 April 2012 following an approval process lasting several years. During that process, BSH considered multiple competing sea uses, including fishing, military activities, environmental protection areas, shipping, mining, and existing subsea infrastructure. The procedure incorporated a transparent consultation and hearing phase in which all affected parties could submit comments, with the outcome discussed in a meeting chaired by BSH. The awarded permit authorised construction and operation of the 332 MW wind farm comprising 54 turbines and an offshore transformer platform located about 40 km north of the island of Juist. This consent formed the primary regulatory basis for Nordsee One to move from development into detailed design and subsequent construction.
