On 19 December 2024, the Norwegian Water Resources and Energy Directorate (NVE) formally set the investigation programme (utredningsprogram) for Equinor Energy AS’s plan to electrify one or more petroleum fields on the Haltenbanken in the Norwegian Sea with power from shore, covering the entire grid connection from land through the affected Trøndelag municipalities of Flatanger, Namsos, Nærøysund and Åfjord. The programme was established on the basis of Equinor’s proposal, consultation comments and NVE’s own assessments, with the aim of enabling studies of the environmental and other consequences of the planned power-from-shore grid facilities to reduce greenhouse gas emissions from production.
On 20 February 2024, Åfjord municipality announced that Equinor’s proposal for a study programme (utredningsprogram) for the Nettanlegg for elektrifisering av plattformer i Halten-området project was placed on public display, with a consultation period open until 27 March 2024. The consultation, administered by the Norwegian Water Resources and Energy Directorate (NVE), seeks input on which investigations should be carried out for a 132/150 kV power connection from various onshore substations in Trøndelag via landfalls and a long subsea cable to the Heidrun field and onward to Åsgard B and Kristin on the Halten Bank.

On 20 February 2024, Åfjord municipality reported that Equinor had initiated planning of the "Nettanlegg for elektrifisering av plattformer i Halten-området" project and that a proposed investigation programme for the power-from-shore grid connection was placed on public display by NVE. The notice explains that Equinor wants to assess alternatives for a 132/150 kV connection from the onshore grid (via Einarsdalen, Straum, Abelsvær and/or Rørvik substations) to offshore platforms on the Halten Bank, with several potential landfall locations in Åfjord and Nærøysund and a planned subsea cable of 190–215 km out to the Heidrun field and then on to Åsgard B and Kristin.
Equinor’s partial electrification project for the Halten area platforms secured a 135 MW capacity reservation in the Norwegian power grid from system operator Statnett, covering the planned grid connection and power cable from shore (via Tømmervika/Abelvær) to the Equinor-operated Heidrun, Åsgard B and Kristin platforms. This capacity reservation indicated that grid access was allocated for the Halten area power-from-shore solution before the project was later discontinued for profitability reasons.
