British Power International was engaged to provide independent consultancy support to Ofgem (and CREG) to review the Nemo Link project costs and deliver a cost assessment report. The consultancy reviewed feasibility work, technical specification, procurement strategy, reliability and availability assumptions, and a range of technical and economic studies to support regulatory assessment under the Cap & Floor regime. The report documented due diligence activities, assessed the reasonableness of capital and O&M costs, and informed regulator decisions on allowable costs and procurement timing (detailed engineering scheduled 2015–2016).
