On 28 January 2026, the German Federal Cabinet approved an amendment to suspend offshore wind tenders in 2026, and the government decided that the N-10.1 and N-10.2 sites, which had received no bids in the 2025 auction, would be postponed and are now planned to be retendered in 2027, with the exact tender date to be set by BSH in the area development plan.
On 28 January 2026, the German Federal Cabinet approved an amendment to suspend offshore wind tenders in 2026 as part of a draft law on accelerating hydrogen availability and amending energy regulations, which included postponing the planned tenders for sites N‑10.1 and N‑10.2. As a result, the auctions for these areas, which had been expected in 2026 following the failed 2025 tender, were shifted to 2027, with the precise timetable to be defined in BSH’s area development plan.
The Federal Network Agency’s 2025 tender for site N‑10.1 closed on 1 August 2025 without receiving any bids, meaning the advertised offshore wind area in the German North Sea EEZ was not awarded. BSH records this outcome and notes that, under Section 14 of the Offshore Wind Energy Act (WindSeeG), the site remains to be re-tendered at a later date.

As part of the preliminary investigation of Area N-10, the hydrographic survey campaign covering the N-10 sites, including N-10.1, was completed, with the "Final Report Hydrographic Survey, N-10" dated 26 February 2025 made available by BSH, documenting bathymetric and seabed conditions relevant for future wind farm and cable design.
On 26 February 2025, BSH published final environmental and ecological baseline reports for the preliminarily investigated N-10 sites, including N-10.1, comprising studies on marine mammals, resting and migratory birds, and benthos, fish and biotopes, along with an environmental report and supplementary summarising statement, marking completion of the environmental survey work underpinning the site’s suitability assessment.
Following assessment of comments from the participation procedures, BSH completed the suitability assessment for sites N-10.1 and N-10.2 and determined their suitability for the construction and operation of offshore wind farms by legal ordinance, implemented through the 5th Ordinance on the Implementation of the Offshore Wind Energy Act (5th WindSeeV) issued and published on 28 January 2025, which is a prerequisite for the Federal Network Agency to tender the N-10.1 area.
BSH completed the suitability assessment for Sites N-10.1 and N-10.2 and, by legal ordinance dated 22 January 2025 (5th Ordinance on the Implementation of the Offshore Wind Energy Act, 5th WindSeeG), determined both areas to be suitable for the construction and operation of offshore wind farms, confirming an installable capacity of 2,000 MW for N-10.1 in line with the 2023 Site Development Plan and the planned NOR-10-1 2 GW grid connection system.
The Federal Maritime and Hydrographic Agency (BSH) completed the suitability assessment for sites N‑10.1 and N‑10.2 and, by legal ordinance dated 22 January 2025, formally determined both areas to be suitable for the construction and operation of offshore wind farms with a total planned capacity of 2.5 GW. The decision was implemented through the Fifth Offshore Wind Energy Ordinance (5. WindSeeV), issued by BSH and published in the Federal Law Gazette on 28 January 2025, providing the legal basis for the Federal Network Agency (BNetzA) to tender the sites.
On 1 August 2024, BSH opened national public participation procedures under Sections 41 and 42 of the Environmental Impact Assessment Act (UVPG) on the suitability assessment for sites N-10.1 and N-10.2 by publishing the drafts of the suitability assessment, suitability determination, and environmental report, with cross‑border participation starting on 6 August 2024 and an online discussion hearing held on 30 October 2024.
As part of the suitability assessment process for sites N-10.1 and N-10.2 in the German North Sea, BSH published the drafts of the suitability assessment, the suitability determination, and the environmental report on 1 August 2024, thereby formally bringing the environmental documentation for these sites into the statutory review and participation procedure.
On 20 January 2023, the 2023 Site Development Plan (FEP/FEP 2023) defined offshore wind Sites N-10.1 and N-10.2 in the German EEZ of the North Sea, including the location of the NOR-10-1 converter platform and related cable routes, thereby designating N-10.1 as part of the national offshore wind development area N-10.
Based on comments received during the participation procedure, BSH, as the authority responsible for the preliminary investigation of sites N-10.1 and N-10.2, defined the final investigation framework for these areas on 5 September 2022, setting the detailed scope for subsequent surveys and studies.
In 2021, Akrocean won the tender to carry out meteorological measurements at the two sites in the N-10 area, including N-10.1, providing site-specific wind and metocean data to support the technical assessment and future tendering of the area.
The Federal Maritime and Hydrographic Agency (BSH) initiated the procedure for the preliminary investigation of site N-10.1 on 4 December 2020, publishing the draft investigation framework for sites N-10.1 and N-10.2 and opening a participation procedure through official notices, which later informed the final investigation framework adopted on 5 September 2022.
