On 26 November 2025, Terna is scheduled to present the analyses and responses to comments received during the public consultation on the Milan–Montalto power line to citizens of the 36 affected municipalities, effectively reporting back on the consultation outcomes for the 500 km, 2,000 MW HVDC project.
On 14 March 2025, Terna’s CEO presented the 2025–2034 Development Plan, committing over €23 billion of investments in the Italian transmission grid and outlining further reinforcements to be completed by 2034. The plan explicitly lists the Milan–Montalto HVDC power line, with a capacity of about 2,100 MW connecting Lazio and Lombardy, among the major infrastructure projects scheduled beyond 2030, indicating its inclusion in Terna’s long-term investment programme.
Terna launched a public consultation for the new Milan–Montalto HVDC power line on 21 January 2025, beginning a structured process of online and in-person meetings across five Italian regions to present the 500 km, 2 GW project and gather feedback from administrations, citizens and other stakeholders over a 120‑day period.

On 24 June 2024, Terna issued the non-technical summary for the Hypergrid HVDC Milan–Montalto connection, defining preferred and alternative feasibility corridors for the entire route, including the subsea and onshore cable sections and the overhead HVDC line. The document specifies a bipolar ±525 kV, 2,000 MW link with approximately 250–300 km of submarine cable between Montalto di Castro (Lazio) and the Avenza area near Carrara (Tuscany), around 10 km of terrestrial HVDC cable on the Tuscany side and about 2 km on the Lazio side, as well as roughly 170 km of overhead HVDC line from Avenza to the new Sud Milano converter station, largely following and replacing existing HVAC lines. These route corridors, landfall options and converter station locations across Lazio, Tuscany, Liguria, Emilia-Romagna and Lombardy represent completion of a key phase of cable and line route engineering for the Milan–Montalto subsea link.
On 24 June 2024, Terna issued the first revision (Rev. 00) of the non-technical summary for the Hypergrid "Nuovo collegamento HVDC Milano - Montalto" project, consolidating the early design and functional specification of the interconnector. The document describes a ±525 kV, 2,000 MW bipole HVDC link with VSC converter stations at South Milan and Montalto di Castro, a submarine cable section between Montalto di Castro and Avenza, terrestrial cable approaches on the Lazio and Tuscany sides, and an overhead HVDC line largely reusing corridors of existing HVAC lines that will be demolished. It also sets out feasibility corridors for marine and land cables and associated HVAC works needed to connect the new link into the Italian RTN.
On 12 May 2024, Terna presented its 2024–2028 Industrial Plan, announcing record investments of €16.5 billion, of which €10.8 billion are earmarked for development of the national transmission grid, including new direct current lines and submarine cables. Within this plan, Terna identifies the Milan–Montalto HVDC connection as one of the innovative grid development projects that will use direct current transmission technology and be implemented with a modular planning approach based on demand and generation trends, signalling corporate-level funding allocation for the link.
On 17 March 2023, Terna unveiled its 2023 Development Plan, introducing the Hypergrid network and assigning an estimated budget of €2.7 billion to the HVDC Milan–Montalto project. The plan describes Milan–Montalto as a backbone of over 400 km connecting Lazio and Lombardy, including a new undersea section between Montalto di Castro (Viterbo) and Avenza (Massa Carrara) and the modernisation and conversion to 500 kV direct current of existing overhead lines from Avenza to southern Lombardy, within a wider €11 billion Hypergrid investment package.
