Metsähallitus submitted a zoning initiative for an offshore wind farm area off Kristiinankaupunki (its territorial-waters Area 7) to the Municipality of Kristiinankaupunki, initiating the municipal land-use planning process required before permits can be sought from state authorities and the site can be tendered to a project developer.
The Kristiinankaupunki offshore wind tender area (Metsähallitus Area 7), together with four other west-coast sites, obtained permission from the Finnish Defence Forces, confirming that offshore wind development in this area is compatible with national defence requirements and allowing the project to move forward toward tendering.

Metsähallitus identified the Kristiinankaupunki offshore area (later referred to as Area 7) on Finland’s west coast as one of five priority zones in Finnish territorial waters to be developed for large-scale offshore wind, following preliminary examinations that showed it was suitable for offshore wind power generation and would form part of a 6,000 MW tender programme planned for 2023–2024.
Metsähallitus completed early constraint and suitability mapping for the Kristiinankaupunki offshore wind area, determining that it has favourable water depths, seabed geological structure, electricity transmission alternatives, and shipping routes, and obtained permission for the area from the Finnish Defence Forces as part of the five-site tender programme.
The Kristiinankaupunki (Metsähallitus Area 7) offshore wind area received permission from the Finnish Defence Forces, confirming that the site is acceptable from a defence perspective and can proceed in Metsähallitus’s development and tendering programme for new offshore wind projects in Finland’s territorial waters.
By April 2023, Metsähallitus had completed preliminary studies for the Kristiinankaupunki offshore area, concluding that it is suitable for offshore wind power generation and forming part of a portfolio of five sites with an estimated combined capacity of about 6,000 MW to be offered through competitive tenders.
On 7 April 2023, Metsähallitus confirmed the Kristiinankaupunki offshore area as one of the first five offshore wind project sites to be developed and tendered in Finnish territorial waters, listing it (initially as area 5 and later as area 7 on Metsähallitus maps) alongside sites off Siikajoki, Hailuoto, Raahe and Närpiö.
