On 23 November 2023, the Finnish Government adopted a resolution to launch an auction procedure for five offshore wind sites in public water areas governed by Metsähallitus in Ostrobothnia and North Ostrobothnia, explicitly including the Siikajoki/Hailuoto area. The decision confirms this area as one of the designated offshore wind zones, to be leased to a future project partner for development, construction and renewable energy production under a lease of up to 50 years, contributing to an overall potential of about 7,500 MW across roughly 860 km².
The Finnish Government adopted a resolution to launch an auction procedure for offshore wind power sites in public water areas governed by Metsähallitus, including preparations for tendering the Siikajoki/Hailuoto area in cooperation with the municipalities, thereby establishing the framework for competitively selecting a project partner and granting use rights for this site.

Metsähallitus appointed state-owned research agency GTK to begin sonar-based geophysical seabed surveys in the public water areas off Raahe and Siikajoki around mid-July 2023, as part of work to define offshore wind areas of about 120–230 km² in 10–45 metre water depths and to gather data for permit applications, planning, seabed risk assessment and the placement of submarine cables.
The municipality of Hailuoto approved Metsähallitus’ zoning initiative for an offshore wind farm in the Eastern area of Seljänsuunmatala, corresponding to the Hailuoto part of the Siikajoki/Hailuoto East (Metsähallitus Area 2) project, confirming municipal support for initiating detailed land-use planning for the wind farm.
