On 23 November 2023, the Government of Finland adopted a resolution to launch an auction procedure for offshore wind power sites in public water areas governed by Metsähallitus, including the Raahe/Siikajoki area relevant to the Siikajoki West project. Under this resolution, Metsähallitus will select project partners by competitive tendering, lease the site, and sell project rights, while the Government will later decide on granting use rights for each site after the auctions.
For the Siikajoki offshore wind area, seabed soundings by the Geological Survey of Finland (GTK) are scheduled to start around mid‑July 2023 following initial work off Närpiö and the Ebba project area off Pyhäjoki and Raahe. Each survey, conducted in public waters of the Gulf of Bothnia, will take around three weeks per area and use acoustic seismic methods to map seabed depth, soil layer thickness and other features needed to plan turbine foundations and submarine cable routes.

Metsähallitus announced that it would launch four new offshore wind farm projects in the Gulf of Bothnia, including an area off Siikajoki, and that preliminary studies and pre‑development work were already under way in these zones. As part of this early development phase, Metsähallitus selected the Geological Survey of Finland (GTK) after a tendering process to carry out seabed soundings that will inform later design and permitting.
