On 2 May 2025, Ireland’s energy regulator, the Commission for Regulation of Utilities (CRU), published its Consultation Paper setting out the Initial Project Assessment (IPA) for the 750 MW MaresConnect electricity interconnector between Ireland and Great Britain. In this paper, the CRU proposes to award MaresConnect a Cap and Floor revenue regime in principle, with the proposal explicitly made subject to a set of IPA conditions. At the same time, the CRU opened a formal consultation on this minded-to decision, inviting stakeholder responses via its consultation portal between 2 May 2025 and 11 July 2025. Following the consultation, the CRU indicates it will review feedback and prepare a Decision Paper. This minded-to Cap and Floor award in principle represents a conditional regulatory revenue support outcome for the MaresConnect project.
