Strategic study of grid connection points and subsea cable routing for the ELWIND Latvia–Estonia hybrid offshore interconnector (approx. 180 km, 450 kV HVDC).
ELWIND awarded Haskoning a contract to carry out a strategic cable and network configuration study for the Estonian and Latvian offshore wind farm areas that underpin the Latvia–Estonia hybrid offshore interconnector. Over roughly one year, Haskoning is assessing potential grid connection points in both countries, evaluating transmission network capacity at those points, and identifying suitable onshore substation areas. The scope includes developing offshore export and interconnection cable routing options and analysing constraints for cable placement, such as existing cable corridors, Maritime Spatial Plans, Natura 2000 sites, military zones, and applicable legal regulations. The outcomes will define technically and environmentally feasible subsea cable corridors and grid connection schemes, providing key input to subsequent design phases and the Environmental Impact Assessment. This builds on an earlier pre-feasibility study for ELWIND that Haskoning and its subsidiary Pondera Consult delivered in 2021.
