On 20 February 2026, ELWIND signed a second major contract with Haskoning for the design phase of the joint Estonian–Latvian offshore wind project, under which Haskoning, together with subconsultant Empire Engineering, will over three years deliver the initial technical design (Pre‑FEED), conceptual design, and technical design, including layout optimisation, transmission grid studies, and integration of site investigations and EIA results to support development of the offshore wind farms and the associated fourth Estonia–Latvia electricity interconnection.
