By December 2025, ELWIND had entered into a contract with Haskoning Nederland B.V. to carry out a high-level assessment of potential grid connection points and to identify cable routes and lengths, examining technical and legal aspects of connecting the hybrid offshore wind and fourth Estonia–Latvia interconnection project to the Estonian and Latvian transmission grids.
