In 2025, ELWIND awarded Haskoning Nederland B.V. a contract to carry out a strategic cable and network configuration study, including a high‑level assessment of potential grid connection points and identification of possible cable routes and lengths for the joint Estonian–Latvian offshore wind areas and associated hybrid interconnection that will form the fourth electricity link between the two countries.
