Latvia’s transmission system operator AST and Estonia’s TSO Elering plan to complete construction of the fourth Estonia–Latvia hybrid offshore interconnection associated with the ELWIND project by 2035. The HVAC interconnector, providing around 1,000 MW of additional transmission capacity between Saaremaa (Estonia) and Kurzeme (Latvia), is expected to finish its construction phase by that year following feasibility studies, environmental assessments, and supporting grid reinforcements.
