In 2022, the European Commission awarded ELWIND, the joint Estonian‑Latvian hybrid offshore wind and interconnector project, a Connecting Europe Facility (CEF) Energy grant for studies, as one of two cross‑border renewable projects (alongside CICERONE) sharing a total of €22 million. The funding supports environmental impact assessment, geological and sea basin research, spatial planning and front‑end engineering to advance the ELWIND hybrid offshore wind park and associated Latvia–Estonia interconnection.
