On 20 November 2025 the Centre for Economic Development, Transport and the Environment of South Ostrobothnia issued its reasoned conclusion on the Environmental Impact Assessment for the Laine offshore wind project, formally completing the EIA procedure and confirming the authority’s environmental opinion on the planned 150-turbine wind farm and its associated transmission and hydrogen infrastructure.
OX2 organised a public meeting for the Laine offshore wind project on 13 May 2025, with a subsequent Q&A document published to address questions that were not answered during the event, indicating ongoing stakeholder engagement around the project.
By 25 April 2025 OX2 had completed and submitted the Environmental Impact Assessment (EIA) report for the Laine offshore wind farm in the Finnish exclusive economic zone to the competent authority, covering the offshore wind farm, internal electrical transmission, associated hydrogen infrastructure, export cables and pipelines, and related onshore connections.

Following completion of the EIA report, the Laine offshore wind project’s Environmental Impact Assessment was made available for public comments and official statements from 23 April to 19 June 2025 via Finland’s environmental administration, under the coordination of the Centre for Economic Development, Transport and the Environment of South Ostrobothnia.
Seabed survey campaigns for the Laine offshore wind project, enabled by an exploration permit granted to OX2, were carried out over the period 2021–2023, indicating completion of the main seabed investigation work for the site in the Gulf of Bothnia.
On 16 May 2023, OX2 agreed to sell a 49% stake in its three Finnish offshore wind projects in the Gulf of Bothnia, including the Laine offshore wind farm, to Ingka Investments, the investment arm of IKEA’s largest retail group. Following completion of the transaction, OX2 and Ingka Investments will share Laine’s development costs in line with their respective ownership stakes, establishing a joint ownership structure for the project.
In January 2022 the Finnish Government granted OX2 an exploration permit for the Laine offshore wind project, enabling seabed surveys in the Finnish exclusive economic zone; the permit is valid until October 2026 and underpinned survey campaigns carried out during 2021–2023.

OX2 submitted an exploration permit application to the Finnish Government in May 2021 for the Laine offshore wind project in Finland’s exclusive economic zone, seeking authorisation to carry out seabed surveys and related investigations in the approximately 450 km² project area off Kokkola and Pietarsaari.
