On 19 February 2024, the Norwegian Water Resources and Energy Directorate (NVE) granted Arva AS an anleggskonsesjon (construction licence) to build the new Øresvik transformer station, extend the existing Lovund transformer station, and construct a new 33 kV connection from Øresvik to Lovund. The licensed infrastructure includes an approximately 1.4 km land cable from Øresvik transformer station to Kvina and about 38.3 km of submarine cable from Kvina to Lovund, enabling the Kvina–Lovund interconnector segment to proceed.

On 16 May 2023, the Norwegian Water Resources and Energy Directorate (NVE) announced that it had received a concession application from Arva AS for construction of a new Øresvik transformer station and a new 33 kV power line from Øresvik in Rødøy municipality to Lovund in Lurøy municipality, including a section from Øresvik via Kvina to Lovund. The application, which includes the Kvina–Lovund cable segment, was made available on NVE’s website and sent to public hearing, inviting comments by 30 June 2023.
Arva selected Siemens Energy AS to supply the control and switching systems and EB Energi AS to deliver the transformers for the new Øresvik transformer station, which will connect via a 33 kV line to the subsea cable in Kvina and support increased demand in the Lovund area.
Arva reports that groundworks for the new Øresvik transformer station, which forms part of the Øresvik–Lovund connection including the link to the subsea cable at Kvina and the Lovund network expansion, started on 30 June, marking the beginning of onshore construction activities for the project.
Approximate energisation of the Kvina-Lovund 36 kV submarine power cable, securing electricity supply to the island of Lovund (Lurøy municipality, Nordland county) from the mainland grid via the Øresvik area. The cable was procured by Nordlandsnett AS under two tender rounds published 26 April 2018 and 24 October 2018 (negotiated procedure, 41 km of 36 kV submarine cable plus installation between Kvina and Lovund). On 28 February 2019, Nordlandsnett AS (later merged into Arva AS) signed a combined supply and installation contract with Seløy Undervannsservice AS for the new 36 kV submarine power cable between Kvina (mainland Øresvik landfall area, Rødøy municipality) and Lovund island (Lurøy municipality, Nordland county, Norway). Contract value NOK 64,300,000 (~EUR 6.5 million at 2019 exchange rates). Scope covered production / delivery of a single ~41 km 36 kV submarine cable plus loading, transport, laying and seabed protection works. The procurement was conducted under the EU utilities directive 2014/25/EU using a negotiated procedure with prior call for competition (5 qualification applications received, 5 binding bids received). Award criteria weighted 75 percent price and 25 percent installation quality. Notice published on Doffin (Norwegian public procurement portal) as 2019-340609 and on TED as 2018/S 205-469139. Important provenance note: Seløy Undervannsservice AS is a Helgeland-based marine services SME, not a cable OEM; the Doffin record states "Subcontracting: no" but this almost certainly reflects a declaration only — Seløy as prime is highly likely to have subcontracted manufacture of the 41 km 36 kV submarine cable to a major manufacturer (NKT, Nexans or Prysmian typical for Norwegian DSO subsea cables of this scale). The actual cable OEM identity is not disclosed in publicly accessible Norwegian procurement records and would require a direct request to Arva AS or sight of Seløy's project references to confirm.
