In January 2023, Eolus and German developer PNE signed an agreement to co-develop the offshore wind project Kurzéme in Latvia under a joint venture structure, planning an approximately 1,000 MW wind farm with potential annual generation of 4.5 TWh of renewable electricity. Eolus, which had been developing the project since 2020, brought PNE in as a partner to increase the likelihood of successful delivery of the project.
By 19 January 2023, Eolus and PNE, through their jointly owned project company SIA Kurzéme Offshore, had submitted a formal project application for the Kurzéme Offshore wind farm in the Baltic Sea off Latvia’s west coast, in an area that is subject to an upcoming tender process.
Eolus and PNE, through their 50/50 joint venture company SIA Kurzéme Offshore, report that an application for the Kurzéme Offshore wind project has been submitted to the relevant Latvian authorities. They state that environmental impact assessment (EIA) surveys will be carried out once a research licence is obtained, with the project area to be included in an upcoming tender process.

On 18 January 2023, PNE acquired a 50% equity stake in the project company SIA Kurzéme Offshore from Eolus, resulting in both companies each holding 50% of the Kurzéme Offshore wind project. This transaction formalised PNE’s entry as co-developer alongside Eolus for the around 1,000 MW offshore wind farm off Latvia’s west coast.
Eolus and PNE formed a joint venture to co-develop the approximately 1,000 MW Kurzéme Offshore wind project in the Baltic Sea off Latvia’s west coast, with development concentrated in the project company SIA Kurzéme Offshore, now owned 50/50 by the two partners. The move builds on initial project development work undertaken by Eolus since 2020 and is intended to pool both companies’ offshore wind expertise ahead of a planned commercial operation start before 2030.
