On 24 May 1993, the Danish Ministry of Environment’s Department, Spatial Planning Division (Landsplanafdelingen) issued Circular No. 92, a national spatial planning directive reserving areas for the KONTEK 400 kV high-voltage direct current connection from Bjæverskov near Køge on Zealand to Germany. Following a public comment period with about 2,400 submissions and negotiations with affected counties and municipalities, the directive selected an alignment based on alternative 5A with modifications, including locating the converter station at Bjæverskov instead of Spanager and making minor cable route adjustments.
