By 2019, the Baltic LINes 'Offshore Wind and Grid in the Baltic Sea – Status and Outlook until 2050' study described Kontek‑3 as a future HVDC interconnector between Denmark and Germany that will form the third HVDC connection between the two countries, to be realised by 50Hertz and Energinet.dk. The report explains that Kontek‑3 is intended to strengthen the link between the Nordic and central European power systems, enabling transfer of Nordic hydropower towards continental Europe and, conversely, wind and thermal generation from the continent to the Nordics during periods of low hydro levels, and notes a target commissioning around 2030.
