On 11 May 2024, Türkiye amended its legislation so that in sea areas declared as Renewable Energy Resource Zones (YEKA), renewable energy generation plants can be built without preparing zoning (imar) plans. This regulatory change removes a major planning hurdle for offshore projects in declared offshore YEKA areas, including the Karabiga offshore wind zone in the Sea of Marmara, and clarifies the legal basis for developing offshore wind farms there.
