By 24 December 2025, TenneT and contractor NRG had completed installation and burial of high-voltage cables along the North Sea Boulevard and Maasvlakte Boulevard, allowing the roads to reopen. These cables, installed in the seabed alongside the roads, will connect the future IJmuiden Ver Beta and IJmuiden Ver Gamma offshore wind farms to shore near Maasvlakte before power is distributed to industry.
Grid operator TenneT, through contractor NRG, started horizontal directional drilling under the dunes on Maasvlakte on 26 May 2025 to create ducts for electricity cables that will bring offshore wind energy from the North Sea ashore in the coming years. The drilling spans roughly 200 metres from inside the dike towards the beach, marking the beginning of onshore civil works for landing the offshore wind export cables at Maasvlakte.
On an undetermined date in 2024, the Dutch national regulator ACM (Autoriteit Consument & Markt) approved TenneT's 2024-2033 onshore and offshore Investment Plans for the Netherlands. These multi-year investment plans include a portfolio of offshore wind grid connection systems such as IJmuiden Ver Alpha, IJmuiden Ver Beta, and others, providing regulatory backing for TenneT's transmission investments (totalling over EUR 10 billion) over the coming decade. The ACM approval is NOT project-specific planning consent — the project-level planning consent for IJmuiden Ver Beta was the inpassingsplan inwerkingtreding on 3 June 2022. In 2024, contractor NRG began installation of high-voltage onshore cables for TenneT's IJmuiden Ver Beta offshore wind grid connection along the Maasvlakte Boulevard and North Sea Boulevard in the Rotterdam port area. The onshore cable installation was completed by 24 December 2025.
On 18 December 2024, ABL Group was awarded a contract by TenneT to provide marine warranty survey services for the installation of three 2 GW export cable systems, including the IJmuiden Ver Beta grid connection alongside IJmuiden Ver Gamma and Nederwiek 2. ABL’s Hamburg-based team will review and approve documentation, procedures and drawings, conduct suitability surveys, and provide on-site attendance at fabrication yards, loadout sites and offshore during transportation and installation operations through to 2029.
Steel cutting for the IJmuiden Ver Beta 2 GW offshore converter platform took place on 11 September 2024 at Seatrium under the consortium with GE Vernova and TenneT, marking the start of fabrication of the first of three 2 GW platforms in this programme. Once completed, the IJmuiden Ver Beta platform will convert AC from the offshore wind farm to 525 kV DC for transmission via export cables to the onshore converter station at Maasvlakte Rotterdam.
Under a framework agreement with TenneT, the GE Vernova–Seatrium consortium has been appointed to deliver three Dutch 2 GW offshore grid connections, including IJmuiden Ver Beta, IJmuiden Ver Gamma and Nederwiek 2, which will connect to the high-voltage grid at Maasvlakte near Rotterdam. The consortium is responsible for supplying and constructing the offshore HVDC converter platforms and associated systems that will transmit power from these offshore wind areas to shore.
On 17 March 2023, TenneT published the final phase 2 decisions (definitieve besluiten fase 2) for the Net op zee IJmuiden Ver Beta offshore grid connection. The publication made the final decisions available for public inspection and opened the formal appeal window during which stakeholders could review the final permits and decisions and, if desired, submit appeals to the Raad van State. This is distinct from the preceding public consultation on the draft phase 2 decisions (ontwerpbesluiten fase 2), which was the formal comment period held in October 2022 prior to the final decisions being issued. Classified as regulatory_other because the publication of final decisions for appeal is neither a public_consultation (which is pre-decision draft-for-comment) nor a planning_consent_awarded event in the usual sense — it is the formal notification step that follows the consent decision and triggers the appeal period. Phase 2 of Net op zee IJmuiden Ver Beta covered the supplementary spatial and permit decisions needed alongside the phase 1 inpassingsplan that took effect on 3 June 2022.
On 3 March 2023, TenneT selected NKT to deliver the 525 kV XLPE HVDC cable connections for IJmuiden Ver Beta, along with IJmuiden Ver Gamma and Nederwiek 2, as part of its 2 GW programme. NKT’s scope covers design, engineering, production, delivery, project management, and offshore, nearshore and onshore installation and jointing of the export cables landing at Maasvlakte, with onshore laying to start in 2025 and offshore laying in 2026 ahead of operation between 2028 and 2030.
On 21 October 2022, TenneT published the news item "IJmuiden Ver Beta ontwerpbesluiten fase 2 ter inzage" on the Net op zee IJmuiden Ver Beta project page, announcing that the draft decisions (ontwerpbesluiten) for phase 2 of the grid connection were made available for public inspection and stakeholder feedback.
The RVO project page for Net op zee IJmuiden Ver Beta records that the inpassingsplan (national spatial plan) was "vastgesteld" on 30 May 2022 and came into force (inwerkingtreding) on 3 June 2022, with the definitive phase 1 decisions published that same day. No appeals were lodged and the plan became irrevocable on 16 July 2022. This 3 June 2022 inwerkingtreding marks the effective award of planning consent and permits for the Beta grid connection.
RVO’s official project page for Net op zee IJmuiden Ver Beta states that the draft inpassingsplan and other ontwerpbesluiten (design spatial plan and permits) for phase 1 were placed on public display (terinzagelegging ontwerpbesluiten fase 1) from 17 December 2021 to 27 January 2022. This public inspection period corresponds to the formal public consultation on the draft permit and draft spatial plan for the offshore grid connection.
On 6 December 2021, transmission system operator TenneT launched the tender for the 525 kV DC cable system for the Dutch IJmuiden Ver 2 GW offshore grid connections, including the Alpha and Beta links that will connect wind farms in the IJmuiden Ver zone to the national grid. This procurement opened the formal bidding process for supply and installation of the export cable systems, following earlier pre-qualification started in April 2021, with contract awards targeted for early 2023.
In late 2020, TenneT made the choice of preferred alternatives for Net op zee IJmuiden Ver Beta, selecting the preferred route and site configuration for the grid connection from the IJmuiden Ver offshore wind area to the Maasvlakte landing point and associated infrastructure.
From September 2019 to November 2020, TenneT prepared an integrale effectenanalyse (integrated impact analysis) for Net op zee IJmuiden Ver Beta to support the choice of preferred alternatives, completing a comprehensive assessment of impacts and constraints for the IJmuiden Ver Beta grid connection project.
During the preparatory phase for Net op zee IJmuiden Ver Beta between January and August 2019, TenneT held a public consultation by placing the concept NRD on public display in August 2019, constituting an Environmental Impact Assessment (EIA) scoping consultation for the project.
