On 27 February 2014, Ofgem launched Tender Round 3 of the Offshore Transmission Owner (OFTO) regime for the high‑voltage transmission links serving the Humber Gateway and Westermost Rough offshore wind farms in the North Sea off Yorkshire, initiating the competitive process to appoint a licensed OFTO for each project to own and operate the offshore substation, export cables and onshore substation assets under a 20‑year regulated revenue framework.
