In November 2018, the Planning Inspectorate issued a Scoping Opinion on Hornsea Four’s EIA Scoping Report, providing stakeholder comments and identifying which environmental topics required detailed assessment; this opinion, together with subsequent baseline studies and surveys, formed the basis of the project’s proportionate EIA and guided route planning and mitigation commitments.
