On 2 February 2023, upon receipt of the Kittiwake Implementation and Monitoring Plan for Hornsea Three, the Secretary of State invited the Marine Management Organisation, Natural England, Hartlepool Borough Council, Durham County Council and East Suffolk Council to comment on the plan, setting a consultation deadline of 3 March 2023.
