On 22 July 2021, Ofgem published the Initial Transfer Value (InTV) for the Hornsea Project Two Offshore Wind Farm Transmission Assets (Hornsea 2 OFTO) in its Preliminary Information Memorandum, setting the forecast transfer value at £1,212.5 million. This figure, based on the developer’s May 2021 cost submission including capital expenditure, development costs, and interest during construction, was used as the reference value for bidders at the Enhanced Pre-Qualification stage of OFTO Tender Round 8.
