PSE and Litgrid plan for the Harmony Link overland interconnector—a new double‑circuit 220 kV AC line between the Ełk Bis substation in Poland and a new substation near Gižai in Lithuania, including new Norki and Wigry substations and an uprated Ostrołęka–Ełk Bis line—to be energized and fully commissioned by the end of 2030, replacing the earlier offshore HVDC concept whose tenders were cancelled in April 2023.
