Following submission of the Halla EIA report, the Centre for Economic Development, Transport and the Environment of Northern Finland opened a public consultation from 12 February to 14 April 2025, inviting comments and feedback on the project’s environmental impacts, including offshore wind turbines, internal cables, hydrogen pipelines, dredged material sites, and onshore storage and transmission facilities.
