RWE npower renewables (acting through Gwynt y Môr Offshore Wind Farm Limited) submitted the Section 36 application under the Electricity Act 1989, together with associated consents under the Town and Country Planning Act and the Coast Protection Act 1949, to the Department of Trade and Industry in November 2005 for the 576 MW, 160-turbine Gwynt y Môr Offshore Wind Farm located in Liverpool Bay, approximately 13 km north of the North Wales coast and 16 km west of Rhyl. The supporting Environmental Statement (Volume 1) is dated November 2005 and was prepared by The Environment Partnership (TEP). The ES fulfilled the requirements under Town and Country Planning Act (TCPA) and Electricity Act Environmental Impact Assessment (EIA) regulations. Gwynt y Môr was a UK Round 2 project following The Crown Estate's December 2003 lease awards. Planning consent was granted by the Secretary of State for Business, Enterprise and Regulatory Reform on 3 December 2008. First power was exported in 2014 and full commercial operation was achieved in June 2015, making it the second-largest operational offshore wind farm in the world at the time.
