Greater Gabbard Offshore Winds Limited (GGOWL), originally a Fluor / Airtricity joint venture (later SSE / RWE), submitted the Section 36 application under the Electricity Act 1989, alongside the Coastal Protection Act 1949 application, to the Department of Trade and Industry in November 2005 for the 504 MW, 140-turbine Greater Gabbard offshore wind farm located approximately 23 km (12 nautical miles) off the Suffolk Coast on the Inner and Outer Gabbard sandbanks. The supporting Environmental Statement and Non-Technical Summary were prepared by Project Management Support Services Ltd (PMSS), dated October 2005, and presented the findings of the Environmental Impact Assessment undertaken since early 2004. The Section 36 application was signed in November 2005. Greater Gabbard was a UK Round 2 offshore wind project following The Crown Estate's December 2003 lease awards. Section 36 consent was granted in February 2008, with first power exported in 2010 and full commercial operation in September 2012. The development includes a separate but adjacent Galloper extension consented later under the DCO regime.
