On 19 February 2007, the UK Secretary of State for Trade and Industry granted Section 36 consent under the Electricity Act 1989 for the construction of the Greater Gabbard offshore wind farm, authorising Greater Gabbard Offshore Winds Limited, an Airtricity and Fluor joint venture, to build the up-to-500 MW project located roughly 23–25 kilometres off the Suffolk coast on the Inner Gabbard and Galloper sandbanks. This planning consent, noted by both the UK Parliament and the project partners, allowed the joint venture to advance detailed design, financing and pre-construction activities for what was described as the first UK offshore wind farm to be built outside territorial waters.
