By the time Ofgem’s Preliminary Information Memorandum was issued in September 2016, the Galloper project developer Galloper Wind Farm Limited, which was responsible for constructing and financing the transmission assets under the OFTO regime, was owned by Innogy Renewables UK, Siemens Financial Services, the UK Green Investment Bank and Macquarie Capital. Innogy managed project construction and operations on behalf of this consortium under a Management Services Deed.
