On 15 February 2010, transmission system operators Elering AS of Estonia and Fingrid Oyj of Finland signed a preliminary agreement in Tallinn to jointly develop the EstLink 2 HVDC interconnector between the two countries. Later project documentation describes EstLink 2 as being jointly owned by Elering and Fingrid on a 50/50 basis, confirming the shared ownership structure established for the project.
