In February 2023, the Investment and Development Agency of Latvia (LIAA) signed an agreement with Estonia’s Environmental Investment Centre (KIK) to initiate cooperation on the ELWIND project and submitted a project application to the EU Connecting Europe Facility (CEF) programme, seeking grant co‑financing for environmental and technical studies, including those needed for planning the hybrid offshore wind farm’s cross‑border grid connections and integration with the onshore transmission network in Latvia and Estonia.
