HPC, as part of the preparing consortium identified as “JV HPC – IDEACONSULT – PROGER – ELARD - PLEXUS”, prepared the Resettlement Framework for the Tunisia–Italy Power Interconnector Project (ELMED). The document set out the framework approach for managing land acquisition and resettlement-related social impacts associated with ELMED’s Tunisia-side infrastructure, including the landing point, underground cable route, converter station area, overhead line corridor, and associated substation works described in the framework. The Resettlement Framework established the methodology and principles for identifying affected people and assets, eligibility criteria, compensation and indemnification processes, consultation and disclosure requirements, grievance redress mechanisms, and monitoring and evaluation arrangements. It aligned the project’s social safeguards approach with the World Bank’s Environmental and Social Standards referenced in the framework. The final version of the Resettlement Framework was dated 2023-04-10, with named consortium personnel shown in the document revision history under preparation, checking, and approval roles, evidencing HPC’s responsibility in producing and finalising this safeguard documentation for the ELMED project.
