ELARD participated in the preparing consortium for the Tunisia–Italy Power Interconnector Project (ELMED) Resettlement Framework, as listed on the document cover as “JV HPC – IDEACONSULT – PROGER – ELARD - PLEXUS”. The disclosed Resettlement Framework (contractor document no. RF) was issued in final version dated 2023-04-10. Within this consortium context, ELARD’s role related to environmental and social safeguards documentation supporting the project’s development and financing requirements. The Resettlement Framework set out the methodology and principles for identifying and managing land acquisition and resettlement impacts associated with ELMED’s onshore components in Tunisia (including the underground cable route, the Mlâabi converter station area, the Mlâabi to Mornaguia overhead line, and the Grombalia substation). The document also referenced alignment with international standards (including World Bank Environmental and Social Standards), stakeholder consultation and information disclosure, grievance redress mechanisms, and monitoring and evaluation arrangements. ELARD’s inclusion in the named preparing joint venture evidences its involvement in producing this safeguards framework for ELMED at the development stage.
