On 28 November 2013, Ofgem and the French regulator CRE opened a joint public consultation on ElecLink’s request for an exemption under Article 17 of Regulation (EC) 714/2009 for a new GB–France interconnector. Ofgem simultaneously published an additional consultation document on the specific impacts it was required to consider, inviting written responses by 3 January 2014. The consultations sought stakeholder views on whether ElecLink met the conditions for an exemption and on the project’s effects on competition, the internal market, and consumers.
