Metsähallitus completed the Environmental Impact Assessment (EIA) Program for the Ebba offshore wind project in Finland’s Bothnian Bay, and the Finnish Supervisory Agency, acting as the EIA authority, opened a statutory public consultation on the program via the environmental administration’s online platform, with the review period running from 11 March to 9 April 2026 to allow stakeholders to submit comments and statements.
Metsähallitus commissioned Arenso to carry out technical planning for the Environmental Impact Assessment programme phase of the up to 1.4 GW Ebba offshore wind project in the Bay of Bothnia, including turbine placement and marine infrastructure design work to support the EIA process, with design activities scheduled to begin in autumn 2025.
Metsähallitus planned to launch environmental nature surveys for the Ebba offshore wind project in the summer and autumn of 2024 off Pyhäjoki and Raahe, with consultant Sitowise responsible for fieldwork covering birds, zoobenthos, flow conditions, water quality, and endangered shoreline plant species to inform later EIA and land-use planning.
