By 18 January 2023, the transmission assets of the East Anglia One wind farm had been transferred from the developer to TC East Anglia One OFTO Limited, which as of that date held the offshore transmission licence for these assets; Transmission Capital Partners indicates an associated asset transfer value of about £715.1 million for the East Anglia One transmission system.
In December 2022, International Public Partnerships (INPP), through TC East Anglia One OFTO Limited, reached financial close on the long-term ownership and operation of the East Anglia One OFTO transmission link, which comprises the offshore and onshore export cables and substations connecting the 714MW East Anglia One wind farm in the North Sea to the UK national grid in Suffolk. The OFTO is fully equity-owned and enters an initial regulated revenue term of 21.5 years under the UK offshore transmission regime.
Licence: Individual exemption from the requirement for a transmission licence for East Anglia One
On 4 July 2022, the Electricity (Individual Exemption from the Requirement for a Transmission Licence) (East Anglia One) (England) Order 2022 was published, granting East Anglia One an individual exemption from needing a transmission licence while it undertook remedial works to address technical issues discovered in summer 2021 on its onshore cables, which had to be resolved before transfer of the transmission assets to the preferred OFTO could proceed.
In summer 2021, the EA1 project discovered technical issues affecting its onshore transmission cables, and remedial works were identified as necessary to resolve these cable problems so that the East Anglia One transmission assets could be transferred to the preferred bidder OFTO. The remedial cable works were expected to involve multiple third parties, including local authorities, landowners and contractors, and to require physical intervention on the onshore cables.
Licence: Further non-material change request to the East Anglia ONE development consent order
In 2021, a further non-material change request was submitted in relation to the East Anglia One development consent order, seeking additional modifications to the consented project, which encompasses the wind farm and its transmission assets.
In summer 2021, East Anglia ONE identified technical issues affecting its onshore export cables, requiring remedial works on the transmission assets before the transfer to the preferred bidder OFTO could proceed. The remediation is expected to involve physical repair activities and coordination with multiple external parties, including local authorities, landowners and contractors, indicating a dedicated cable repair campaign on the EA1 onshore transmission route.
On 21 December 2020, Transmission Capital Partners was declared the preferred bidder for the East Anglia One offshore transmission licence and, in connection with this, established TC East Anglia One OFTO Ltd as a special purpose company to acquire the East Anglia One offshore transmission assets. These assets comprise the HVAC transmission system that connects the 714MW East Anglia One offshore wind farm to National Grid’s 400kV network at Bramford substation in Suffolk, via a 220kV export system with offshore and onshore cables and substations.
TC East Anglia One OFTO Limited
Grant Thornton UK LLP issued an ex-ante cost review report on 16 October 2020 for the East Anglia ONE Offshore Wind Farm Transmission Assets, analysing the developer’s cost information on the transmission system on behalf of Ofgem ahead of the offshore transmission asset transfer and licence award.
Construction and commissioning of the East Anglia ONE Transmission Assets, comprising the AC offshore substation, two export cable circuits and the onshore substation connection to the National Grid at Bramford, was completed on 13 March 2020, enabling the transmission system to operate at its full intended capacity.
From September 2019, power from the East Anglia ONE wind farm turbines began flowing through the East Anglia ONE offshore transmission system to the onshore substation near Bramford, marking the first export of electricity over the EA1 transmission assets into the onshore network.
