On 20 March 2026, the draft Memorandum on Scope and Level of Detail (draft NRD) for the Dutch offshore grid connection Doordewind, covering two 2 GW HVDC connections from the Doordewind wind farm zone to Eemshaven, was published and opened for public consultation. The Netherlands Enterprise Agency (RVO) made the document available and invited stakeholders to submit responses until 30 April 2026, to define the scope and level of detail of the Environmental Impact Assessment for the Doordewind offshore grid infrastructure, including the Doordewind 1 connection.
In the Development Framework for Offshore Wind Energy published on 5 February 2025, the Ministry of Economic Affairs and Climate Policy formally recorded that the Doordewind Wind Farm Zone will be connected to the onshore high‑voltage grid at Eemshaven using high‑voltage direct current (HVDC) technology, with Doordewind Site I (and Site II) listed with Eemshaven as the onshore connection site. The framework confirms that zones such as IJmuiden Ver, Nederwiek, and Doordewind will use 2 GW HVDC connections due to their distance and capacity, thereby codifying Eemshaven as the planned landing point for the Doordewind 1 offshore grid connection within the national regulatory planning regime.

On 25 April 2024, the Netherlands Ministry of Economic Affairs and Climate informed Parliament that the expected commissioning date of the 2 GW wind farm at Doordewind Site I was postponed from 2031 to the fourth quarter of 2032 due to major spatial challenges along the grid connection routes, including the Wadden Sea crossing and the final section to Eemshaven. The update, reflected in later planning tables, links the delay directly to the complexity of developing the Doordewind offshore HVDC grid connection (including the Doordewind 1 link) and notes that landfall options are being investigated within the PAWOZ‑Eemshaven programme, leaving the timing of the landfall still uncertain.
On 5 May 2023, TenneT awarded NKT a major contract under its 2 GW programme for 525 kV HVDC cable systems, under which NKT will realise the export cable connections for the Dutch offshore grid links Nederwiek 3 and Doordewind 1 and 2, landing at Eemshaven for the Doordewind 1 grid connection.
On 20 April 2023, TenneT signed the framework agreement with the Hitachi Energy/Petrofac consortium. Doordewind 1 (Eemshaven) is one of six projects covered, alongside IJmuiden Ver Alpha, Nederwiek 1, Doordewind 2, Nederwiek 3, and LanWin5.
In November 2022, TenneT launched a large-scale grid connection system tender covering 14 offshore projects and one onshore corridor project, including the future 2 GW Doordewind 1 HVDC grid connection, to procure 525 kV HVDC cable systems and associated works under its 2 GW programme.
At the end of 2021, the Netherlands Ministry of Economic Affairs and Climate Policy initiated the Offshore Wind Connection – Eemshaven Programme (PAWOZ‑Eemshaven), a programme‑based approach to investigate landfall options and resolve major spatial challenges for grid connection routes to Eemshaven, including those for Doordewind Wind Farm Site I and its planned 2 GW HVDC grid connection (Doordewind 1). The programme examines route alternatives across the Wadden Sea and the final approach to Eemshaven, and later documents note that landings for Doordewind Site I remain under investigation within PAWOZ, leaving the delivery date of the landfall uncertain.
TenneT awarded NjordIC a UXO Consultancy Services Contract for the Doordewind 1 and 2 Grid Connection System, under which NjordIC will provide full-scope UXO consultancy for the export cable routes, including survey preparation, offshore UXO survey supervision, geophysical data analysis, and delivery of Master Target Lists to enable safe cable installation by milestones up to 31 December 2026.
TenneT has appointed NjordIC to provide full‑scope unexploded ordnance (UXO) consultancy for the Doordewind 1 and 2 grid connection system, including survey preparation, offshore UXO survey operations, and geophysical data analysis along the approximately 112‑kilometre offshore export cable route and 14‑kilometre Wadden Sea section, with activities planned to deliver CS‑OOO–compliant documentation, magnetometry interpretation, and Master Target Lists that will underpin safe cable installation ahead of 2026 project deadlines.
TenneT has awarded Next Geosolutions (NextGeo) a contract for extensive offshore and nearshore geophysical survey activities in the 4 GW Doordewind zone, which includes the Doordewind 1 grid connection, with the campaign planned to acquire high‑quality site and route data to support design and development of the offshore grid infrastructure.
Under a contract awarded by TenneT, Next Geosolutions (NextGeo) is planned to carry out extensive offshore and nearshore geotechnical investigations in the 4 GW Doordewind zone, providing soil and ground data needed for the design and engineering of Doordewind’s 2 GW HVDC grid connections, including Doordewind 1.
