BNetzA confirmed the Netzentwicklungsplan Strom 2037/2045 (2023 edition) on 1 March 2024 under section 12c of the German Energy Industry Act (EnWG). This confirmation creates the legal basis and obligation for the responsible TSO to plan, procure, and construct this offshore grid connection system. For regulated German TSO offshore grid connections, the BNetzA NEP confirmation functions as the de facto Final Investment Decision: unlike merchant or developer-led projects that require a separate board-level investment decision and financial close, the NEP confirmation simultaneously authorises and obligates the TSO to invest. Costs are recovered through the offshore grid levy (Offshore-Netzumlage). The NEP 2037/2045 (2023) schedules 25,980 MW of offshore transmission capacity across 16 grid connection systems for commissioning between 2026 and 2032.
The German Federal Maritime and Hydrographic Agency (BSH) issued a planning approval decision for the DolWin4 offshore grid connection in Germany’s Exclusive Economic Zone (EEZ) in the North Sea, covering the DolWin delta converter platform and the approximately 26-kilometre submarine cable system. This decision grants Amprion Offshore the key offshore construction permit needed to advance DolWin4 toward implementation.
Prysmian press release dated 15 September 2022 announces that Amprion Offshore GmbH has awarded Prysmian contracts for the design, supply, installation and commissioning of land and submarine HVDC cable systems for the DolWin4 and BorWin4 offshore grid connections, confirming Prysmian as the selected cable supplier.
In July 2022, Amprion commenced horizontal directional drilling (HDD) work at Norderney Island's North Beach as an early preparatory activity for the DolWin4 offshore grid connection. This shore-crossing bore creates the conduit under the island and through the Niedersächsisches Wattenmeer National Park through which the HVDC submarine cables will later be pulled to reach the landfall point at Hilgenriedersiel. The HDD campaign at Norderney is a long-lead construction preparatory activity undertaken well before the project's formal Final Investment Decision (BNetzA NEP confirmation in March 2024) and before the main onshore cable route construction campaign that commenced in June 2024 at Lingen and Wietmarschen. The work at Norderney was carried out in parallel for both DolWin4 and BorWin4 grid connection systems, which share the same shore-crossing corridor. Offshore Energy reported on 26 December 2023 that Amprion had started onshore construction work for DolWin4 and BorWin4 at Norderney Island's North Beach in July 2022, placing this activity approximately two years before the main construction phase began further inland.
Amprion Offshore commissioned Siemens Energy / Dragados Offshore consortium for the DolWin4 2 GW HVDC grid connection. Same award as BorWin4.
In 2021, German transmission system operator Amprion submitted application documents to the German Federal Maritime and Hydrographic Agency (BSH) for the DolWin4 offshore grid connection, covering the DolWin delta converter platform and its associated submarine cable system, thereby initiating the BSH planning approval process that formally started for DolWin4 in 2022.
