Following almost two years of at-risk development work on the Dogger Bank South (DBS) offshore wind projects, RWE reached an important regulatory milestone in 2022. After undertaking offshore and onshore studies, metocean data collection, and a programme of geophysical and environmental surveys, the company prepared and submitted a formal Scoping Report for the DBS projects to the UK Planning Inspectorate in July 2022. This Scoping Report outlined the proposed project parameters and identified the key environmental and technical topics that would require detailed assessment within the forthcoming Environmental Impact Assessment (EIA) and Development Consent Order (DCO) application. Following receipt and review of this Scoping Report, the Planning Inspectorate issued its Scoping Opinion in September 2022. This Opinion set out the regulator’s view on the scope and methodology that RWE should adopt for the EIA and associated documentation, effectively defining the envelope for subsequent environmental studies and impact assessments for Dogger Bank South East and West. The issuance of the Scoping Opinion confirms that the projects have successfully cleared an early but critical stage in the UK’s nationally significant infrastructure planning process. This regulatory step provides RWE with clarity on the range of environmental, technical, and cumulative impacts that must be addressed in detail, informing the structure of the Preliminary Environmental Information Report (PEIR) and eventual Development Consent application, which RWE plans to submit in 2024. It therefore underpins the projects’ transition from initial scoping into more advanced consenting and design work.
