On 13 May 2025, following The Crown Estate’s Plan-Level HRA, the UK Secretary of State for Energy & Net Zero agreed The Crown Estate’s decision to proceed with its Capacity Increase Programme, endorsing the HRA outcome and allowing progression of up to 2 GW of additional capacity at Dogger Bank D within the amended Dogger Bank C seabed lease area.
