In 2023, The Crown Estate confirmed that it would undertake a Plan-Level Habitats Regulation Assessment (HRA) for its Capacity Increases Programme, which includes Dogger Bank D and six other offshore wind projects, to assess the collective environmental impacts of increasing generating capacity within existing Round 3 and extension seabed lease areas.
