On 28 May 2020, the Dogger Bank project companies for Dogger Bank A & B published the draft Decommissioning Programme and formally opened it for public consultation. The programme has been prepared in accordance with Requirement 10 of the Dogger Bank Creyke Beck Offshore Wind Farm Order 2015 (the Development Consent Order, as amended). It outlines the scope of the Dogger Bank A & B offshore wind farms to be decommissioned and the proposed approach to their decommissioning at the end of their operational lives. The document is intended for submission to the UK Department for Business, Energy and Industrial Strategy (BEIS) for approval prior to the start of offshore construction works on Dogger Bank A & B, formerly known as Dogger Bank Creyke Beck A & B. In line with BEIS guidance, “Decommissioning of Offshore Renewable Energy Installations under The Energy Act 2004: Guidance notes for industry (England and Wales),” the draft Decommissioning Programme has been made available for comments from interested parties. Stakeholders and members of the public are invited to submit feedback by email to the project’s dedicated address, quoting “Dogger Bank A & B Decommissioning Programme” in their correspondence. The consultation is explicitly framed as a transparency measure to ensure the process of preparing the decommissioning arrangements is open and participatory. Comments received will be handled in compliance with the EU General Data Protection Regulation, with individual comment texts published on the project website but without any personal data. The consultation window was set to remain open until 26 June 2020, providing a defined period for stakeholders to review and respond before the programme is finalised and submitted for regulatory approval.
