As part of the final phase of IPTO’s framework tender for submarine cable projects for the Dodecanese and Northeastern Aegean interconnections, companies submitted their binding technical and financial offers on 26 February 2025, a key procurement milestone preceding contract award.
IPTO reported that marine surveys for the Dodecanese electrical interconnection, which will link Kos, Rhodes and Karpathos to the mainland grid via Corinth, were completed in December 2024; these seabed investigations form part of early development for the subsea cable routes including the Kos–Rhodes Phase A leg.
In October 2024, IPTO initiated Phase B of the framework tender for the submarine cable interconnections of the Dodecanese and Northeastern Aegean projects by issuing documentation for the submission of detailed technical and economic offers from contractors that had qualified in Phase A, with the tendering process described as ongoing.

The Phase A prequalification stage of IPTO’s framework tender for the submarine cable interconnections of the Dodecanese and Northeastern Aegean projects, initiated with the April 2024 call for expressions of interest, was completed in July 2024, closing the period for participation applications from interested cable contractors.
In April 2024, IPTO launched Phase A of a framework tender by posting a call for expressions of interest for the submarine cable interconnections of the Dodecanese and Northeastern Aegean projects, inviting companies to submit participation applications for these cable works, under which Kos, Rhodes and Karpathos are to be linked to the mainland grid via Corinth in two phases.
In December 2023, IPTO submitted the Environmental Impact Assessment (Environmental Assessment Study) for the Dodecanese electrical interconnection—including the links that will connect Kos and Rhodes—to the Greek Ministry of Environment and Energy (YPEN), initiating the formal environmental permitting process for the project; as of 2025 the approval (AEPO) remained pending.
IPTO announced that its preliminary Ten-Year Network Development Plan (TYNDP) 2021–2030 will include the Dodecanese interconnection project, with Phase A comprising the Corinth–Kos HVDC link and the Kos–Rhodes interconnection (alongside North Aegean links), planned for completion in 2027 as part of a wider €1.477 billion Dodecanese programme.
ADMIE (IPTO) Holding announced that IPTO’s preliminary Ten-Year Network Development Plan (TYNDP) 2020–2029 incorporates the Dodecanese Interconnection as a new major island link, including the Kos–Rhodes segment, with Kos connected to the mainland via a 380 km, 900 MW submarine cable from the new Corinth high-voltage center and Rhodes then linked onward from Kos, with full commissioning targeted for 2027.
The Dodecanese electrical interconnection programme, which includes the Phase A Kos–Rhodes AC link, was selected for co‑financing by Greece’s Islands Decarbonization Fund and incorporated into the relevant ministry’s financing contract. Within this framework, a total of €790 million is allocated to the Dodecanese project, including about €260 million earmarked for the Kos–Rhodes–Karpathos link, providing grant support for the subsea and associated infrastructure that will connect Kos and Rhodes into the mainland-backed system via Corinth.
