The Crown Estate published the Information Memorandum for Offshore Wind Leasing Round 5 on 7 December 2023, formally setting out the Celtic Sea opportunity with three fixed-boundary Project Development Areas of up to 1.5 GW each and around 1,000 km² of seabed in total. This designation established the development zone that later became Ocean Winds’ 1.5 GW Celtic Sea (PDA 2) floating offshore wind project site off South Wales and South West England.
